New tool aims to ensure software security policies reflect user needs

ScienceDaily (Oct. 30, 2012) ? Researchers from North Carolina State University and IBM Research have developed a new natural language processing tool that businesses or other customers can use to ensure that software developers have a clear idea of the security policies to be incorporated into new software products.

Specifically, the research focuses on access control policies (ACPs), which are the security requirements that software developers need to bear in mind when developing new software. For example, an ACP for a university grading program needs to allow professors to give grades to students, but should not allow students to change the grades.

"These ACPs are important, but are often buried amidst a lengthy list of other requirements that customers give to developers," says Dr. Tao Xie, an associate professor of computer science at NC State and co-author of a paper on the research. These requirements are written in "natural language," which is the conversational language that people use when talking or corresponding via the written word.

Incomplete or inaccurate ACP requirements can crop up, for example, if the customer writing the ACP requirements makes a mistake or doesn't have enough technical know-how to accurately describe a program's security needs.

A second problem is that programmers may misinterpret some ACP requirements, or overlook them entirely.

In collaboration with IBM Research, Xie's research team has developed a solution that uses a natural language processing program to extract the ACP requirements from a customer's overall list of requirements and translate it into machine-readable language that computers can understand and enforce.

After the ACPs are extracted, they can be run through Access Control Policy Tool (ACPT) -- also developed in Xie's research team in collaboration with the National Institute of Standards and Technology (NIST) -- which verifies and tests the ACPs and determines whether the ACP requirements are adequate to meet the security needs of the program.

Once the ACP requirements have been translated into machine-readable language, they can also be incorporated into a policy-enforcement "engine" in the final software product -- which ensures that ACPs cannot be overlooked by programmers.

"In general, developing a program that understands natural language text is very challenging," Xie says. "However, ACP requirements in software documents usually follow a certain style, using terms such as 'cannot be edited' or 'does not have the ability to edit.' Because ACPs tend to use such a limited number of phrases, it is much easier to develop a program that effectively translates natural language texts in this context."

Soaked Jamaica braces for possible hurricane

KINGSTON, Jamaica (AP) ? Jamaicans hunkered down at home as Tropical Storm Sandy buffeted the Caribbean island with pelting rain and howling winds early Wednesday and forecasters said it was likely to hit as a hurricane.

The island's international airports prepared to close, cruise ships changed their itineraries and police ordered 48-hour curfews in major towns to keep people off the streets and deter looting as the late-season storm neared Jamaica's south coast.

The 18th named storm of the Atlantic hurricane season was forecast to pass over Jamaica and then spin on into eastern Cuba by Wednesday evening or Thursday morning. It was expected to pass west of the U.S. naval base at Guantanamo Bay, where pretrial hearings are being held for a suspect in the deadly 2000 attack on the destroyer USS Cole off Yemen.

Across Jamaica, poor people in ramshackle shantytowns and moneyed residents in gated communities were jittery about Sandy's approach. Many sections of the debt-shackled country have crumbling infrastructure, and a lack of building codes has resulted in some middle-class homes and tin-roofed shacks being built close to steep embankments and gullies.

Dangerous flash floods and mudslides set off by Sandy were a threat for the island of roughly 2.7 million inhabitants, Jamaica's meteorological service said.

In the hilly community of Kintyre, near the capital of Kingston, Sharon Gayle and a few of her drenched neighbors expected to lose the town's bridge over the Hope River, which washed away a section of the span just three weeks ago during a heavy downpour.

"We've gotten cut off here a whole heap of times. But with a big nasty hurricane on the way, I'm really nervous. We're trying not to show it in front of the children though," the mother of three said, huddling under a sopping white towel as she stared at the rising river.

The storm was predicted to drop as much as 10 inches (25 centimeters) of rain, especially over central and eastern parts of Jamaica, the country's meteorological service said. Some isolated spots could see as much as 20 inches (50 centimeters), according to U.S. forecasters. Battering waves and a strong storm surge were also forecast.

Airports in Kingston and were scheduled to close Wednesday morning and Royal Caribbean Cruises Ltd. announced that its Allure of the Seas megaship would not stop at Jamaica's northern Falmouth terminal on Wednesday, remaining at sea instead.

To deter looters and other criminals, Deputy Police Commissioner Glenmore Hinds warned that police "will react swiftly to protect life and property."

In Cuba, authorities issued a hurricane watch for several provinces and there were intermittent rains over Haiti, where a tropical storm warning was in effect. A tropical storm watch was also posted for parts of the Bahamas, where the storm was predicted to pass Thursday.

Although Florida was not expected to receive any direct impact from Sandy, Brian Koon, director of the U.S. state's emergency management division, said residents should remain aware of the storm and take precautions to keep themselves safe from indirect impacts including rip currents.

Around dawn Wednesday, Sandy had maximum sustained winds of 70 mph (110 kph) and was centered 95 miles (155 kilometers) south-southwest of Kingston. It was moving north at 14 mph (22 kph).

Meanwhile, U.S. forecasters said Tropical Storm Tony had formed over the open Atlantic, but posed no threat to land. The storm had maximum sustained winds of about 45 mph (75 kph) and it was moving east-northeast at 16 mph (26 kph). Its center was 1,415 miles (2,275 kilometers) west-southwest of the Azores.

Broward teachers union elects new president

In its first election since being rocked by scandal, Broward?s teachers union elected a new president on Tuesday.

Parkland Middle School teacher and executive board member Sharon Glickman will lead the 12,000-member union into the future.

The lopsided vote, in which Glickman received more than two-thirds of the total, signaled a clean break with the leadership team of former union President Pat Santeramo.

Santeramo was arrested in July on charges he stole about $300,000 from the Broward Teachers Union through a combination of vendor kickbacks and fraudulently inflated sick and vacation time.

Glickman?s opponent in Tuesday?s runoff election was a longtime Santeramo loyalist, Bernie Schultz. Schultz tried to distance herself from Santeramo during the campaign, but she had previously stood by his side as evidence against him began to mount.

?The members told us they want the BTU to move forward with honesty, integrity and change,? a victorious Glickman said in a statement late Tuesday. ?I humbly thank all the members and will have an open-door policy for them.?

Glickman had been part of a small but vocal group of union board members who ? sensing something was wrong ? repeatedly questioned Santeramo about the union?s finances. As Santeramo?s explanations continued to ring false, Glickman and the other board members penned a letter to the BTU?s parent organization, asking for an outside investigation. The American Federation of Teachers responded by performing a thorough, and ultimately scathing, audit that found irregularities such as Santeramo charging $128,600 in unexplained expenses to union credit cards, and signing off on $25,000 in union checks made out to ?cash.?

Months later, Santeramo was arrested.

The alleged theft occurred during a period of deep budgetary pain for the school district. Teachers are now poised to receive a 2 percent raise - their first in more than four years. As Santeramo enjoyed free access to union funds, teachers were experiencing layoffs and unpaid furlough days.

BTU administrator John Tarka, appointed by the parent organization to run the union during its past year of financial upheaval, praised Glickman as ?an excellent and experienced leader.?

?She surely will serve the BTU?s members well,? Tarka said.

CSN: Tigers ready for resurgent Zito

October 23, 2012, 6:04 pm

SAN FRANCISCO ? Some might argue Justin Verlander vs. Barry Zito in Game 1 is a mismatch. On one side, you have a flamethrower that is the reigning American League MVP and winner of the pitching Triple Crown in 2011. On the other side, you have a soft-throwing southpaw that hasn?t posted an ERA under 4.00 since 2006, when he was an Oakland Athletic.

But while the Giants? roster has combined to go 12-for-57 for a .211 career average against Verlander, the Tigers have been even worse against Zito. Many of Detroit?s players haven?t faced Zito since his Oakland days, but the Tigers? collective career average against Zito is .190, with just 16 hits in 84 at-bats.

After facing their fair share of pitchers with overpowering fastballs on their way to the World Series, the Tigers must now prepare for a crafty veteran who is still getting big leaguers out without topping 86 miles per hour on the radar gun.

?We face guys throwing his speed all year,? said ALCS MVP Delmon Young, who is 2-for-3 with a double against Zito in his career. ?It?s just baseball. If it?s over the plate and you think you can drive it, you take a swing at it. Velocity can throw you off with offspeed pitches, but if you just keep a simpler approach, you should have a successful day at least making contact."

The Cardinals were just as confident heading into Game 5 of the NLCS, but Zito kept the Giants? season alive by keeping St. Louis off the board for 7.2 innings. He struck out six in that start and the Tigers plan on closely examining that outing and previous ones to put together a gameplan for the World Series opener.

?You have to go over film,? said Gerald Laird, who has three hits in 15 at-bats against Zito. ?I got a chance to face him a little bit last year and he?s kind of the same guy, but obviously he?s added a couple more pitches and his command has gotten a lot better. He?s had to change a little bit from the Oakland days since his velocity is not there like it used to be, but he?s still a great pitcher.?

What makes him a great pitcher?

?He?s one of those guys where you can?t do too much with him,? Laird said. ?You can?t try and pull him because he?s a guy that?ll make a pitch away and get you to roll over or pop you inside when you?re looking for something else. So he?s one of those guys where you have to stay up the middle of the field and not try to do too much because he?s a pitcher, he knows what he?s doing and he knows how to get outs.?

Austin Jackson, the man who will likely see the first pitch of the World Series as Detroit?s leadoff man, said that Zito?s slower pitches end up working in his favor.

?When somebody?s throwing not as hard, you try not to pull him,? said Jackson, who is hitless in two at-bats but owns a walk against Zito. ?I think that?s a main focus. When somebody?s not throwing as hard, everybody wants to crush it and they end up getting themselves out.?

So how will Jackson prepare in order to not get himself out?

?I think first thing, you definitely have to look at some film and what he?s done to guys similar, other leadoff hitters,? Jackson said. ?Maybe see how he pitches earlier in counts and how he pitches later in counts.?

In Zito?s last start in St. Louis, his cutter was his bread and butter pitch early before he turned to the breaking ball in the later innings. Laird said the cutter is tough to lay off because it?s so enticing out of Zito?s hand.

?I was watching the last series, he?s got the little cutter and the fastball at 84 that you can?t be too anxious,? Laird said. ?The funny thing is he knows how to pitch with it. He elevates it, he sinks it, he throws it down and in, he changes your eye level, he changes speed and he?s crafty.?

Laird said he would tell his teammates to not get too pull-happy against Zito.

"I tell the guys, you got to go up there with a gameplan and not leave it because as soon as you leave your gameplan and try to yank him, he?s going to make a pitch and get you out.?

Verlander, who requires a much different gameplan, recalled the Zito of yesteryear.

?The main thing I remember from Zito was his curveball,? Verlander said.??I think I was probably in college watching a game of his, and his curveball was just unbelievable, and he still has a good curveball. But that thing back when he was with Oakland was just unreal, and I hope not to see it.?

Young, who worked out with his fellow Southern California native over the offseason following the Giants? 2010 World Series win, said he was happy to see Zito bounce back from being left off the postseason roster during that run.

?He was happy he won a World Series and everything, but he wanted to make sure he could actually contribute so he worked his butt off. Now he?s earned what he wanted. I?m happy for him. Barry?s back where he used to be.? ?

Britney Spears' wedding reportedly taking place before the end of this year

A source told The Sunday Mirror: "It's very much a countdown to the nuptials right now... We're talking within weeks.

"She's put a treadmill into her 'X Factor' dressing room and is making sure she's jogging as often as she can.

"She's taking her look incredibly seriously and has said she will dazzle with her outfits and her body on the live finals of 'X Factor'."

The singer got engaged to Jason, her former agent, last December and the couple recently purchased a new ?5.3 million house together.

The 30-year-old - who has two sons Sean Preston, seven, and Jayden James, six, with ex-husband Kevin Federline - has walked down the aisle twice before. She married former childhood friend Jason Alexander in an impromptu ceremony in a Las Vegas chapel before it was annulled 55 hours later in January 2004.

Nine months later she married Kevin - a former backup dancer - and they were together for less than three years and had their two sons before they divorced in July 2007.

News of the popstar's upcoming wedding follows reports that her father Jamie was "scared to death" at the time of her psychiatric episode in 2008 and thought she would never recover.

Speaking in court during the second day of her trial against former manager Sam Lutfi, attorney Leon Gladstone said: "Jamie was living in constant fear that he was going to look at the TV one day and see Britney was dead."

The court battle kicked off on Thursday (18.10.12) and saw Sam - who is suing Britney and her parents for breach of contract and libel - make a series of damning allegations about drugs, while her legal conservator Jamie claimed Sam's toxic influence was to blame for her breakdown, during which she lost custody of her two children and shaved her head.

Gartner predicts 90 percent of enterprises will bypass Windows 8 through 2014

Widespread Windows 8 adoption by businesses is years away, primarily because it is so different from Windows 7 that the learning curve for end users will be a nightmare, experts say.

Gartner says in a report coming out later this week that 90 percent of enterprises will bypass wholesale deployment of Windows 8 at least through 2014.

[ Check out Woody Leonhard's Windows 8 review: Yes, it's that bad. | Get ready for Windows 8 with the Windows 8 Deep Dive PDF special report, which explains the new direction for Windows, the Metro interface for tablet and desktop apps, the transition from Windows 7, and more. | Stay atop key Microsoft technologies in our Technology: Microsoft newsletter. ]

GLITCH: Microsoft all out of Surface RT tablets

A desktop consultant to businesses says he doesn't expect to recommend Windows 8 to customers for a year or two. "There's nothing for the task worker that Windows 8 is going to improve on," says Pete Lee, Engagement Manger of SWC Technologies, a software development and desktop consulting firm in Oak Brook, Ill., which is a Microsoft Gold Partner.

The difficulties stem from the many small ways Windows 7 differs from Windows 8, says Georges Khairallah, a network specialist at the Chino Valley Unified School District in Chino Valley, Calif., who has been using Windows 8 for weeks to administer his network. While the differences didn't affect him adversely, he thinks they would have a crippling effect on end users.

"It's going to be traumatic, I think," he says, "especially if the organization doesn't have an excellent training program for users."

That doesn't mean the new operating system won't have immediate niche applications that make it worth deploying to certain segments of employees, particularly among mobile workers and in cases where navigating by touchscreen is important, Lee says.

He thinks there are good reasons for certain types of jobs to be supported by Windows 8, and he can see Windows 8 being deployed more widely in businesses with large sales and marketing staffs that are mobile.

The operating system could prove valuable to remote and traveling workers who in addition to doing work on portable Windows 8 machines would use them for personal business and entertainment as well. The Windows 8 machine could serve the purpose of a business laptop as well as a notebook for work and a personal tablet used for messaging, music, games that would otherwise call for a separate device, he says.

He could see a business deploying Windows 8 for such workers while keeping Windows 7 on traditional desktops to avoid training as well as the costs of deploying new operating systems and the hardware upgrades that it might require.

Statins may reduce risk of esophageal cancer

ScienceDaily (Oct. 22, 2012) ? Statins, a cholesterol lowering drug may lower the risk of esophageal cancer, especially in patients with Barrett's esophagus, Mayo Clinic researchers report in a study being presented at the American College of Gastroenterology annual meeting.

There are two main types of esophageal cancer: squamous cell carcinoma and adenocarcinoma. Barrett's esophagus, a complication of gastroesophageal reflux disease, raises the risk of adenocarcinoma, the more common type of esophageal cancer. Barrett's esophagus is a precancerous condition in which the lining of the esophagus, the tube that carries food from the throat to the stomach, is damaged by stomach acid.

Although still uncommon, adenocarcinoma is on the rise in the United States. About 16,000 people are diagnosed with esophageal cancer annually, of which more than 60 percent are adenocarcinomas. Only 1 in 5 patients with this cancer will still be alive five years after diagnosis.

"Unfortunately, survival rates for this cancer are low, so prevention is critical," says Siddharth Singh, M.B.B.S., a Mayo Clinic gastroenterologist and study author. "So these results are supporting and encouraging, but more research is needed before we recommend that patients at risk of esophageal cancer take statins."

The Mayo study combined data from 13 studies that included over 1.1 million patients, of which 9,285 had esophageal cancer. The analysis found statins lowered cancer risk by nearly one-third; the longer a patient was on statins, the greater the protective effect.

Researchers also looked at aspirin's effect on reducing the risk of esophageal cancer. When researchers looked specifically at Barrett's esophagus, patients taking a statin and aspirin reduced their risk of esophageal cancer by 72 percent.

The results, researchers say, support a protective association between statin use and esophageal cancer. Given the high mortality rates of the cancer, researchers say these results support randomized trials to evaluate statins in patients who are at high risk of developing esophageal cancer.

Along with Barrett's esophagus, other risk factors for adenocarcinoma of the esophagus include male gender, obesity and smoking.

Other study authors include Abha Singh, M.B.B.S.; Preet Paul Singh, M.D.; M. Hassan Murad, M.D.; and Prasad Iyer, M.D.

Every three minutes, a woman is diagnosed with breast cancer.

Every 13 minutes, a woman dies from the disease, totaling nearly 40,000 women a year.

The seriousness of breast cancer can?t be understated. Yet according to the University of Florida Academic Health Center?s Breast Center, one of six Centers of Excellence in Florida, death rates from the disease are steadily decreasing. More than 2.5 million breast cancer survivors live in the U.S.

Increased awareness, improved treatments and early detection have been key, and UF is helping attack the disease head-on.

In the community, UF has raised awareness through events such as the Pink Pumpkin Fest held during Breast Cancer Awareness Month.

In the lab, UF researchers launched more than 4,200 clinical research studies in the last four years with vital results.

For instance, studying how women?s genes and the environment affect cancer could lead to new drugs and treatments that prevent and kill the disease, says Lindy Brounley, UF Shands Cancer Center communications director.

Patients can extend long-term survival and cut down tumors through a UF-pioneered autoimmune response induced by radiotherapy. The process vaccinates women against their own cancer.

And UF researchers are leading the world?s first surveillance imaging trial to monitor breast cancer patients at a high risk of cancer spreading to their other organs, Brounley says.

See how else UF has been involved this year:

Findings show strong implications for understanding clinical phobias

That snake heading towards you may be further away than it appears. Fear can skew our perception of approaching objects, causing us to underestimate the distance of a threatening one, finds a study published in Current Biology.

"Our results show that emotion and perception are not fully dissociable in the mind," says Emory University psychologist Stella Lourenco, co-author of the study. "Fear can alter even basic aspects of how we perceive the world around us. This has clear implications for understanding clinical phobias."

Lourenco conducted the research with Matthew Longo, a psychologist at Birkbeck, University of London.

People generally have a well-developed sense for when objects heading towards them will make contact, including a split-second cushion for dodging or blocking the object, if necessary. The researchers set up an experiment to test the effect of fear on the accuracy of that skill.

Study participants made time-to-collision judgments of images on a computer screen. The images expanded in size over one second before disappearing, to simulate "looming," an optical pattern used instinctively to judge collision time. The study participants were instructed to gauge when each of the visual stimuli on the computer screen would have collided with them by pressing a button.

The participants tended to underestimate the collision time for images of threatening objects, such as a snake or spider, as compared to non-threatening images, such as a rabbit or butterfly.

The results challenge the traditional view of looming, as a purely optical cue to object approach. "We're showing that what the object is affects how we perceive looming. If we're afraid of something, we perceive it as making contact sooner," Longo says.

"Even more striking," Lourenco adds, "it is possible to predict how much a participant will underestimate the collision time of an object by assessing the amount of fear they have for that object. The more fearful someone reported feeling of spiders, for example, the more they underestimated time-to-collision for a looming spider. That makes adaptive sense: If an object is dangerous, it's better to swerve a half-second too soon than a half-second too late."

The researchers note that it's unclear whether fear of an object makes the object appear to travel faster, or whether that fear makes the viewer expand their sense of personal space, which is generally about an arm's length away.

"We'd like to distinguish between these two possibilities in future research. Doing so will allow us to shed insight on the mechanics of basic aspects of spatial perception and the mechanisms underlying particular phobias," Lourenco says.

Awesome Ideas To Increase Your Affiliate Promotion: Ellen Agius ...

If you're new here, you may want to subscribe to my RSS feed. Thanks for visiting!

You can use many different affiliate marketing strategies but you?re choice of which to use depends on your technological capabilities. The item that is being marketed should be considered, as well as your target audience. Internet marketing is not a matter of spamming everyone to get profits. A strategy must be developed beforehand.

You may want to offer your customers the opportunity to become part of your web marketing network. If a customer purchases your product, offer to make them an affiliate for you. By offering a customer a chance to affiliate with you, you may draw in more business. By doing this, you have the opportunity to help your internet marketing venture while also increasing profits.

TIP! It?s no secret that affiliate programs differ. They offer different products with differing amounts of flexibility.

Start small when working with affiliate promotion. This will make it easier for you to learn the ropes, earn some money, and avoid competition. Then when you move to more challenging niches you?ll have the experience and knowledge necessary for success.

Excessive Banner Ads

Resist the temptation to saturate your website with excessive banner ads. Excessive banner ads make your site look trashy, and can turn off potential visitors. Make sure that your banners are placed correctly and balanced out with plenty of solid content.

TIP! Keep your intended audience in mind as you decide which affiliates to join. If your business is selling shoes, it is not logical to use advertisers that sell dishwashing liquid.

Try not to market only extremely popular products. There are many high quality products that are not considered to be popular and vice versa. If you become involved in a hot product, the competition will be almost impossible. By focusing solely on products that are being sold all over the web, you?re likely not to make a profit at all.

Pass over any affiliate that appears stingy or shady. Avoid companies that give commissions below about 20%. The best affiliates will give you a good commission in order to entice you to promote their business.

As an affiliate marketer, you want to be transparent in letting people know what you are doing. Give your site?s visitors a positive impression by describing your service clearly. You need to be honest when practicing affiliate promotion. Most readers will appreciate your honesty, and will see your links positively.

Build up trust with your readers. Readers who like the content you provide will research your company, and they are more likely customer candidates.

Affiliate markets who have begun to make some serious cash should not just be content with their current earnings. Keep striving for greatness. Try making another blog or website to make more money. Most importantly, never give up on your online business venture.

Affiliate Program

TIP! If you are an affiliate seller, try to present products with the same pride you have when you present your own. Try as hard as you can to be subtle in regards to your links.

If your objective is to promote the sales of a product or service that is your own, you need to design a separate website for your affiliate program. An effective way to gain more affiliates is by using a forthright and compelling manner to promote your affiliate program. Using good SEO techniques on the website allows you to entice affiliates who may not be familiar with your product.

Look for an affiliate partner with a broad and constantly expanding array of products. These types of companies tend to get more repeat customers due to the variety of products that they manufacture. That means more commissions for you. Don?t get involved with the ?product of the week.?

Instead of focusing on an underdeveloped niche, pursue products that are popular among a particular following. A lot of people will not sell items from a popular niche, as competition can be stiff for an affiliate marketer. You may still want to consider a popular niche because it is proven and it may turn out to be easier to sell your product despite the competition. A popular niche will also have a greater number of people interested in it which translates to a higher number of potential sales. As long as you are loyal and trustworthy, you can gain new customers.

Whenever you build affiliate links, you should consider accessories as well. For instance, if you sell sports equipment, consider selling nutritional supplements or special clothes and shoes.

Employing the ideas in the article above will help you get a good profit by targeting the right crowd. As you gain experience, you will develop your own strategies and tactics. You should always keep the basics in mind and make sure your marketing plan is easy to follow.

How a fish 'broke' a law of physics

ScienceDaily (Oct. 21, 2012) ? Silvery fish such as herring, sardine and sprat are breaking a basic law of physics, according to new research from the University of Bristol published October 21 in Nature Photonics.

Reflective surfaces polarize light, a phenomenon that fishermen or photographers overcome by using polarizing sunglasses or polarizing filters to cut our reflective glare. However, PhD student Tom Jordan and his supervisors Professor Julian Partridge and Dr Nicholas Roberts in Bristol's School of Biological Sciences found that these silvery fish have overcome this basic law of reflection -- an adaptation that may help them evade predators.

Previously, it was thought that the fish's skin -- which contains "multilayer" arrangements of reflective guanine crystals -- would fully polarize light when reflected. As the light becomes polarized, there should be a drop in reflectivity.

The Bristol researchers found that the skin of sardines and herring contain not one but two types of guanine crystal -- each with different optical properties. By mixing these two types, the fish's skin doesn't polarize the reflected light and maintains its high reflectivity.

Dr Roberts said: "We believe these species of fish have evolved this particular multilayer structure to help conceal them from predators, such as dolphin and tuna. These fish have found a way to maximize their reflectivity over all angles they are viewed from. This helps the fish best match the light environment of the open ocean, making them less likely to be seen."

As a result of this ability, the skin of silvery fish could hold the key to better optical devices. Tom Jordan said: "Many modern day optical devices such as LED lights and low loss optical fibres use these non-polarizing types of reflectors to improve efficiency. However, these human-made reflectors currently require the use of materials with specific optical properties that are not always ideal. The mechanism that has evolved in fish overcomes this current design limitation and provides a new way to manufacture these non-polarizing reflectors."

Mass. Casino Application Process Officially Underway ? CBS Boston

BOSTON (CBS/AP) ? What promises to be a lengthy vetting process for would-be Massachusetts casino developers has officially begun.

The state?s gaming commission posted a link on its web site for the Phase 1 applications for developers seeking one of the three licenses for destination resort casinos permitted under the nearly one-year-old gambling law.

The applications are due back within 90 days and must be accompanied by a $400,000 fee.

The commission will review the submissions from developers to determine if they are qualified financially and have no outstanding legal or ethical issues that would disqualify them from bidding for a license.

Applicants that pass the first test will be allowed to move on to the Phase 2 application process and bid competitively for one of the regional casino licenses.

PORTLAND, Ore. (AP) ? The online release of files showing the Boy Scouts of America's cover-up of decades of sexual abuse has created interest among Americans who want to know who the alleged abusers are and whether people who molested them as Scouts are in the files.

The 14,500 pages of Scout files, from 1959-1985, were posted Thursday on the website of Kelly Clark, the Portland attorney who used the files as evidence in a 2010 lawsuit he won against the Scouts.

The website got more than 200,000 hits within the first few hours of the files' posting, crashing the site.

Release of the files has also prompted a debate on the Boy Scouts' Facebook page. Some people said they'd never allow their children to be involved in the organization and criticized the secrecy of the files. Others described positive experiences in the Scouts for themselves or their children, saying the organization's efforts to prevent abuse have improved significantly.

Clark said his firm has received about four dozen emails from people about the documents. About half came from people who say they were abused when they were in the Scouts and were interested in filing lawsuits.

Some of the emails have given details about alleged abuse, Clark said.

There are also emails from people who tell of other alleged perpetrators who are not in the files.

"We had many people say thank you for posting the documents," Clark said.

At least six people have contacted reporters for The Associated Press with questions about reporting sex abuse when they were in the Scouts. None agreed to speak to the AP on the record.

The Scouts have said they plan to review every file from 1965 to the present and, in cases where it's unclear whether the incident was reported to police, the Scouts said they'll contact authorities.

Deron Smith, spokesman for the Scouts, said Thursday the organization is currently looking through those files to find cases of "good-faith suspicions" so they can be reported to police. The Scout files are filled with unsubstantiated allegations.

In their own review of the files that were released on Thursday, the Scouts found that law enforcement had been involved in about two-thirds of the cases. The organization is going through the remainder to find cases where there seem to be good reasons to alert law authorities.

The Scouts have apologized for not following up. The files were created for the purpose of registering Scout leaders, Smith said, and were considered internal, confidential documents, which is why they weren't always shared with authorities.

Attorney Paul Mones, Clark's colleague, said uploading the files "democratized" information that was only available to lawyers and the Scouts.

"It's a testament to the new generation of communication," Mones said.

The files have been maintained by the Scouts since soon after their founding in 1910. They consist of memos from local and national Scout executives, handwritten letters from victims and their parents and newspaper clippings about legal cases.

The files contain details about proven molesters, but also unsubstantiated allegations. People paging through the files would find both. Clark says there are undoubtedly some people in the files who were wrongly accused, and the Scouts point out that many cases of abuse were dealt with properly.

For those who say they were molested, statutes of limitations in most states would prevent many people from filing lawsuits or criminal charges, Clark said. But in some cases ? like a first-degree sexual assault in New York ? the state has set no time limit.

Legal experts say that aside from the statute of limitations, it could be difficult to bring charges against suspected molesters in the files because victims need to be found, and they need to be persuaded to give evidence.

"Trying to prosecute a case that old, you need to have a willing victim," said Josh Marquis, district attorney for Clatsop County in Oregon.

Victims of abuse years ago may be unwilling to come forward because it would create upheaval in their lives, Marquis said.

With the files now available, law enforcement and the public can do their own checking, something David Clohessy, director of the Survivors Network of those Abused by Priests, said should have been available to those groups all along.

"The Scouts have got to expose, list and severely punish every former employee or volunteer who ignored or concealed child sex crimes," Clohessy said. "Nothing will have a quicker and more long-lasting impact of changing the culture of recklessness and secrecy."
